It's dark at night out in the country where I live and my low beams aren't cutting it. Can I put high beam bulbs in the low beam side too? Are the fittings the same? They use a #9005 and 9006 bulb.

Or just put in high output LED'S?

No you can't. Try dimming your dash lights, and turning off screens of electronic gadgets. It will enhance your night vision.

I'd start by looking at the headlight assemblies, first. Are they clear or cloudy? If they are not clear, it's time to get a headlight restoration kit, and have the lenses restored to a crystal clear state. 

If you put in LEDs in a cloudy set of headlight assemblies, it won't improve visibility. It might even make it worse. (And cheap LEDs are not as good as halogens, BTW). 

Also, if the lenses in the headlight assemblies are old, and too cloudy or brittle (scratches from multiple prior sanding, etc.), then there are aftermarket headlight assemblies that are of good quality. A new headlight assembly can do wonders for increased visibility. 

I changed mine, after 14 years, three months ago. It took about an hour (I had to remove the bumper cover on my 08 Camry) but the results are good. It takes a bit of patience, and ramps help, but I can tell you that it's most doable, as a DIY project, on the Camry. The cost? For me, $120, for the pair. 

Also, if you stick with Halogen bulbs, I know that there are three different grades of brightness, for example, on the Sylvania 9005. You could by the "Silverstar Ultra" or "Silverstar" and get better visibility with those than the lower grade Xtravision or Basic.

So, be aware of the visibility differences (usually reflected in the price) of different quality 9005s.

If your headlights use separate bulbs for high and low beam, the high beam isn't necessarily a brighter bulb it's just aimed higher so the light beam shines farther down the road. Low beams are aimed down so they don't blind the oncoming drivers. You might want to make sure they are aimed correctly and the lenses aren't cloudy or yellowed before buying bulbs.

Upgrade to some nice bright LEDs should do the job. Best when you have projector headlights so you don't blind everybody, but at least adjust them correctly.
