I have a 2002 Nissan Frontier XE, 2.4l engine.
The bright and turn signal lights work but the normal low beam lights do not.
I replaced the bulbs and that did not fix the issue.
My current reseach tells me that it is a relay but i am having difficulty finding which one.
No relay. Power goes from Fuse 37 (for RH headlamp) and Fuse 38 (for LH headlamp) to the combination switch and from the combination switch directly to the headlamps
Does the relay box under the hood have a "map" showing the relay functions?

You might want to check that your combination switch is working properly after 22 years.
No relay.
That being the case it would not surprise me to find the switch burned out, the headlights draw a lot of current.
Once the actual cause of the issue is found and fixed the owner might want to consider installing a relay harness for the headlights. (It would require one made for the type of bulb of course, #9007 per rockauto.com.) I installed a relay harness in my 1999 Cherokee and it made a noticeable difference in brightness. It also makes switch problems less likely.
