I have a strut bolt that snapped as I was torquing it to spec and It needs to be replaced. I have a replacement bolt However I am unsure how I should go about removing the snapped bolt. Banging on the mounting plate or the screw does not seem like a good idea. The screw can come out. The bottom of it is round and has ridges on it, it is seated in the mounting plate and flush with the base of it.

If I understand your problem correctly… Get an extractor set. Google around for directions. Basically, you drill a hole into the screw with a special bit, and extract it with another special bit.

Oic. I’m not sure the method i suggested will work, if the bolts are built into the strut.
hard to see, but I assume the stud next to the blue dot is broken.
I would pound it out with a small sledge hammer. If you support the mounting plate properly around the stud then it won't bend (and even if it bends a little bit it's not the end of the world because nuts will straighten it back out)
also check the condition of the bushings in the mounting plate. You might be better off buying a whole new assembly.
