Volvo won't start in the cold

I have a 2005 volvo s40 2.4i with 80k mi....whenever the temp drops under 30 degrees the car cranks but won't start. When the temp goes up the car starts. I had the fuel pump and PEM replaced a year ago and I waste money on good gas so don't think there is water in the tank. Also happens when the tank is at 3/4 of a tank. Lastly, battery is about a year old as well - I've checked the battery as my friend owns a battery wholesaler. Please help!...and thank you!!!

Failing coolant temperature sensor. Will show on a scan tool...not as a code...but as a degree readout...engine cold, that sensor should read ambient temperature.
