If it's not your plugs or coil packs, it's probably you injectors.

You have all 3 cylinders on Cylinder Bank 2 misfiring.

By swapping the coils I guess you mean you replaced them with new ones.

You want to look for things that would only affect all the cylinders on one cylinder bank.

Here's where I'd normally go into my long-winded spiel about a lower intake manifold gasket leak but you can google how to check for that using a can of starting fluid. You should definitely do that first.

On your Fusion, and keeping with the "looking for things that would only affect all the cylinders on one cylinder bank" approach, I don't think you should ignore the possibility that your Bank 2 VCT (Variable Camshaft Timing) solenoid could be the culprit.

They're real touchy and things like low oil, dirty oil, even previous oil changes which weren't performed on a timely basis causing some sludge to build up in the engine can affect them.

They don't always throw a VCT related code when they act up and they may lead to suspecting a faulty ignition system (coils) or faulty fuel injectors by the resulting misfire codes.

The downside is you have to remove the valve cover to replace them. The upside is that your Bank 2 is at the front of your engine and you don't have to remove near as much stuff to remove the valve cover
