2019 Subaru Outback 2.5, 60,000 miles
Is this an oil leak in the pictures ?
Had to add 1 quart of oil between last oil changes (55 - 60 k).

If it is, then it's pretty minor. I wouldn't worry about it.

Looks like it. Subaru seals its engines with adhesive RTV instead of gaskets in places like the timing cover and they can start leaking after a few years. Unfortunately resealing the engine is a big engine-out job costing $$$$. And no, there is no additive that will help.
However before jumping to conclusions I would clean off the areas that have what appears to be oil leakage and add some UV dye to the oil to see if that is what's actually happening. If you're lucky the oil loss may just be due to a PCV valve needing replacement.
