I'm having a hell of time finding a car that meets these three criteria (and I know it will only get harder with time).
I'd love a list of all cars (I suppose with years built) that are:
1Naturally Aspirated
2Foreign built
and
3 come with a manual transmission
There isn't a used car site that let's you search for the first two.

Budget is up to about $15k.
I mean to complete this research project for you. What are you offering?
Just listing the ones you know of would probably be enough. You need to be paid for that?
The question you posted asked for a list of "all cars" and their years, which is a multi-day research project, so I was just wondering what you were offering in compensation. Flat rate or hourly?

Is this for fun or daily commuting?
Are you looking for a compact? sedan? SUV? ....
I think you might have to sacrifice one of those three requirements, as I don’t know any that exist that match all three. The only one that might match is a Miata.
The Nissan Sentra and Versa may fit the non-turbo and manual transmission. But they may be built stateside or in Mexico.
Toyota or Honda, will usually have higher end models with manual transmissions. Gone are the days of the cheap basic manual transmission car.
Honda at least relatively recently had a manual option for a lot of their vehicles
