I have a car that sat for 1 year that won't turn over and the pump buzzes when I turn on the ignition. I put in new plugs that give off a spark when I set the plug on the block. New battery and when I spray starter fluid in the air system it turns over but doesn't stay running, Subaru outback llbean 2001 4 cylinder manual 4 door unleaded gas
If you've already had a mechanic look at it and diagnose it as being the key, I would replace the key and see what happens.
I looked online and there is nothing about key replacement for a Subaru outback to make the system on a 2001 keep the pump flowing????? Is that normal? All I see is reprogramming fobs! Is it necessary to have the car at the location for I guess reprogramming?
The key likely has a computer chip in it that communicates with the ECM in the vehicle and tells it to turn on the fuel pump and other systems. If that chip has gone out, which does happen, replacing the key with a new one will fix the issue. It's part of the factory anti theft system.

Well...it wasn't a waste. You now know your mechanic doesn't know what he is talking about and you need to find a new one. You need three things to make an engine run: air, spark, and fuel. You know you have spark, so you can rule that out. It does turn over when you spray fuel in, so without seeing the car my guess would be your issue is in the fuel delivery system. I would clean the MAF sensor, clean the throttle body, check the fuel filter to make sure it isnt clogged up, and if you still have issues I would pressure test the fuel pump. Also don't forget to do the obvious and check the air filter.
