my 2008 Lexus Ls460 horn is not working, should I check the fuse box first or should I check the cable under the steering wheel like this youtube video

and is easy to do this? or I should go to the shop for this kind of repair? any ideas on how much most shops would charge if just simple cable connecting problem?

Check the fuse first. About your second question, it is all depends on you.
