Corolla and Camry. Search this forum to avoid the model years that have issues.

My short list would be Toyota Corolla or Toyota Camry.

Any Corolla or Camry (I think they are all Naturally Aspirated).

Naturally Aspirated 4 Cylinder Civic or Accord.

Naturally Aspirated Subaru Impreza.

Naturally Aspirated Mazda 3.

Based on your budget a new Corolla since on top of car price you'll be paying taxes, title and registration, and doc fee in general. So with a base L or LE Corolla you'll be near the $25k upper limit of your price range. But if you can spend a bit more I would say buy a new Civic Sedan either LX or Sport trim so they have the naturally aspired engine. The new Civic has a much more roomy interior because of their design compared to the Corolla. Not sure about where you live, but talking with someone I know from a Honda dealership apparently Honda isn't making base trims of their vehicles currently and investing on trims after it with whatever parts and chips they can get.

Another point is with Honda if you pick a trim it comes with certain standard options and that's it, but with Toyota they add additional items/packages even at the factory or port which increases the price and makes it almost near impossible to get the standard of the trim you want (you can't do special order with Toyota or Honda; it's allocation system).

MSRP is the new normal price in this market for most cars and your best bet at buying at msrp is from incoming allocation rather than on the lot units to prevent markups or dealer added stuff. Just find the dealership that has what you want as an incoming allocation and negotiate price and then get a signed sales order and wait for it to come. Also, putting down a deposit of between $500 to $1000 is normal.
