I have a 2000 3.0 V6 Ford Ranger, it refuses to shift into 4th, the "O/D OFF" light flashes and it will not shift any higher. Upon coming to a full stop it'll slip when getting to 2nd gear. Time to replace the solenoids?

Your transmission is slipping, or the torque converter lockup won't engage. I have a 1999 Ranger 4x4 with the same 3.0 engine. It flashes when your transmission slips, or the torque converter lockup is bad. You didn't mention your mileage, but I can just about guarantee that's the case. Your transmission is a 4R44E.
Mileage is 110,000. That's pretty much what I thought, wanted a general idea. I've had local mechanics try to screw me over before, so I wanted to see if anyone else had experienced a similar issues. I appreciate it!
You might try the shift solenoid for 4th, first. At the same time, it experiences the least wear because the transmission's highest gear is that gear. Typically, transmissions slip when the lowest gear is selected, because there's the most wear starting off. If you do change the 4th gear shift solenoid, it must be a Motorcraft part.

Instead of guessing and throwing parts at the problem it would be best to have a professional transmission technician diagnose it with a fancy scan tool to find out what's actually going on.
I'm going to just wanted to see if anyone online had some similar issues and what their thoughts were. I've had local mechanics try to screw me over for other things before, I like getting second opinions. Appreciate the response 👍
The light will only come on after it refuses to shift into 4th, usually around 50+mph. And it will only hesitate after the OD light begins to flash
