Rack & pinion loading question

I have a frankenstein 36 Chevy Truck that was built in 1991.  Very little information came with it, I cannot find any adjusting information on the R&P that is in it.  Steering and entire front end came out of Mustang II donor car.  The the sector shaft yoke has a 2 bolt plate with shims and gasket under that.  A spring is over the sector shaft yoke.  Can this version be adjusted using the shims?
 I can find very little information about this version.

Steering wheel has about 2 inches of play in it.

Pretty sure these mustang II racks have rag joints that wear out and make the wheel super sloppy. I wouldn't try anything with shims... might just try to go to a junk yard and find a oem mustang II rack and see what you can salvage on yours to make it work.
