Recall Scam?

I have an 07' Honda CRV and there's a recall on the airbags and door lock actuators and a puncture test on the rear unibody frame. They said they gotta do the puncture test first and if it fails the give me a rental and they take the car and Honda gives me a check for the value of the car.. I said forget it and left the dealership. I'll have the rear unibody checked by someone else and see if it's bad. Even if it is I'm not turning my car over to the dealership to deem it unsafe so they'll have a chance of selling me another car.. Do you think this is a scam?

Welcome new poster. 
No, it’s not a scam. It is a tough situation though. Sounds like the rust issue is not just cosmetic but is a true safety concern. If the car fails the test and is not repairable, it isn’t safe for you or anyone else to drive. But if they buy it from you, it’s doubtful that the check will really be enough to replace the car. 
I wouldn’t be surprised if they inspect it and determine it’s unsafe, that they may be legally required to take the car or maybe report it (which I assume would make it uninsurable). Maybe not, I’m just guessing. 
But I think the right thing to do is to let them check it per the recall and hope that it passes.

Check with Honda directly to determine the veracity of the recalls and their conditions.
