What vehicle(s) would be good to survive a solar storm EMP? Ideally something that is capable of offroad when necessary, but something that is reliable and not reliant on a vulnerable computer to start the engine.

Will it survive inflation and soaring gas prices?

I don't have a TV, and for being a "mountain man" you sure don't sound like you want to be able to thrive and be self-sufficient.
Break down tomorrow? Yeah probably! That's kind of the point. We were nearly hit by several solar storms, and they can come within hours of being emitted, and I truly believewe might get hit by one within the next 18 months. Now if my vehicle cannot get my family from out of a city to my land where I do have those accommodations, then I should have something more fitting to do the job.
As for fuel the obvious choice is diesel. Because I have the capability to make that. Your questions of government, gas and a plow I would answer as the government shouldn't care, diesel and Jerry cans (assuming less than ½ tank), and drive cautiously. And you wouldn't care about lights or government if there was no power.

Just about anything with a carburetor will work after an EMP, as long as it wasn't running when it hit. The radio and clock probably won't work. Worry about other things as @mmj says. Every car with a carb is a classic car nowadays, fewer and fewer people know how to work on them. Buying one for that reason and not because you like it would be silly.
