What’s best for winter tires I was gonna buy oem steel wheels and run blizzaks on my 2016 Toyota RAV4 awd or should I buy cast aluminum wheels?
you do know that aluminum will cost you several times more right?
With all wheel drive, that thing should run like a raped ape!
Stick to steel wheels and an aggressive tread pattern and you will be fine.
Just remember that open pattern tires will wear quickly on paved roads but will give you the best traction in snow.
On ice, all bets are off. Drive slow and be REAL careful on the brakes.

I bought a set of studded tires for my wife's car and just bought the cheapest steel wheels with the correct offset and bolt pattern for her car.
Check out Nokian, they invented the winter tire. The Hakkas are a great line, I just run the rotiiva ATs, so far they have been great in ice slush and most anything else. I don't do a ton of winter driving though.
Normally less unsprung weight is desirable, but when it comes to winter usage more is actually an advantage. So if you don't care about the looks, steel wheels are actually a very good choice for a winter setup.
I bought a set of Goodyear Wintercommand Ultra tires mounted and balanced on steel wheels from Tire Rack last year because winters in Virginia are very unpredictable and I wanted to be able to install my winter tires whenever the weather circumstances warrant the use of winter tires and it's working out well for me.
