steering wheel vibration at freeway speeds.

i have an 2000 toyota avalon with 245,000 miles (mostly freeway). not throwing any codes but i bought the car a week ago for 2000 bucks. it had very sloppy steering an bad steering wheel vibrations at freeway speeds 55 +. I've put new tires, tie rod ends and the dog bone engine mount and had it aligned at a very good shop. I am now getting intermittent wheel vibration at speeds of 55 +. It also has an issue with the headlights and some interior lights pulsing and an intermittent rough idle.

The suspension is worn out or the tires are out of balance. As far as the lighting, it may be an electrical issue.
