Too much excessive gas mileage in winter

We have 2009 Camry which I dont drive, only the other family member drives it

In the summer, it gets (10-11L/100km or 21.3-21.8 mpg)
In the winter it gets (17-19L/100km or 12.3-13.8 mpg)

How is there a difference of 7-9L/100km or 7-8 mpg difference in between summer and winter. Its only suppose to be 1-2 L/100km or 1-2 mpg difference. Car has 218200 km or 135580 miles. Can it be because of poor cooling of the coolant as a result of bad coolant. I know it doesnt have to do with the weather because it has same gas mileage in the snow and same when its like 37 F outside. I mean it can kinda be because of the weather. It was getting atleast 17mpg in beginning of October to mid November but in 2019, it was getting 12-13 mpg in the same time period.

Right now it went quarter a tank and its driven only 90km or 55 miles. We also topped up the antifreeze 2 weeks ago  and we checked it last week, it has a slight dark tint, not too much but only a little bit. We also have to put alteast 1 quart of oil every 400-500 miles, and when we filled the coolant up 2 weeks ago, it was empty, idk why but yeah. Also changed the catalytic converter maybe around 2000-2500 miles ago

What do you mean the coolant was empty? You have much bigger things to worry about with the vanishing coolant & the oil burning engine than bothering about worse gas mileage.

Have you pressure tested the radiator for coolant leaks? Start there. 09 Camrys had oil burning issues so that’s not surprising.

If you can’t do the coolant leak test, take the car to a good independent mechanic & have them check it out. Losing coolant mysteriously is pretty serious & you can easily overheat your engine & then goodbye car.

Yes
There is a slight oil leak in the front of the car. And no coolant leaks. We are thinking of getting rid of the car in 1-2 years. In the mean time, we're just filling the oil when its getting low. I do notice theres a pink line on the oil dipstick meaning someone before did an oil consumption test or if it was the current owners right now but I dont remember who did it lol. It looks like there tiny bit of gunk on the rad cap. Not too much just tiny bit, its not even noticeable, but the coolant being low gave me an hint of a soon to go head gasket.

Well if there’s no coolant leaks it’s either evaporating or burning it. Replace the radiator cap & if it till does it do the test to check for a blown head gasket.
