Hello, my 2006 toyota corolla, at least the drivers side rear end. There is pretty significant blemishes that I can't clean, wipe, or wash away. however, the markings go away temporarily when really wet,, but come back when things dry out. How do I fix this sort of blemish? Its on both sides of the car, specially on the trunk area.

What you have is probably some scuffing or roughness in the clear coat, causing the light to scatter, making it look blemished. The correction is to smooth it out. This is accomplished by polishing. Pretty straightforward. Here's a good beginner video.

polishing is exactly what it sounds like. It smooths out a rough surface. You physically change it.
Wax is wax. It's a filler. When you fill imperfections, they scatter less light and look smoother. But the imperfections are still there because you didn't remove them. When the wax washes away the scratches come back.
