Does my tank necessarily have to near empty before pouring in a fuel injector cleaner? Would a quarter or less than a quarter work fine?

Yes, it works fine. The whole idea is to have more concentrated cleaner in the tank so the less gas the better but most of them work fine with 1/4 of the tank.
