Weird humming near headlight assembly when lights turned on

In the past couple days, I have experienced problems with my right headlamp.  First symptom is the low beam stopped illuminating, but the high beam still worked.  I bought a new H7 lamp for my 2007 Subaru Outback 2.5i with manual tranny.  It worked for one evening, but the next morning, the low beam was dim.  Fast forward a couple days.  I checked the fuse.  One 15amp fuse was broken.  Replaced it.  High beam stopped working, bought a replacement, but checked the bulb with multimeter, and it checks out.  The connector for the high beam is dead.  Replaced 2 relays associated with the headlamps, still doesn't work.  The left light is uneffected, as are the fog lights.  There is a noticeably loud hum under the hood, near the right headlamp everytime I turn on the lights.  There are a couple of 15amp fuses, associated with the headlamps that show no life.  What's going on?

In the dark.

Can you please make a YouTube video of the noise and post the link here?

That's a good idea. Will post next chance. Thanks.

Is it an aftermarket LED or HID lamp? It sounds like a failed power supply. This is why I stick to factory headlights. Too much junk out there.

Hi MMJ. All the lamps were tested electrically with a multimeter. All were fine, low beams and high. I have Sylvania H7 bulbs. The whine can be heard without turning on the vehicle, and without turning on the headlamps.

make up your mind.

Gotta be either fuses or relays, maybe a dead short somewhere.

Hi Doc, thanks for your input. I made a small recording of the noise but can't figure out how to upload it here. It's not a hum, more like a tone...a whine. I only have to turn the key to "On" without starting and the noise can be heard. In the Aux position, I don't hear anything. Also, now there's an accompanying crackling noise. No unusual smells detected (melting insulation...) I will get the clip uploaded as soon as I can locate a kid to show me how.

Upload the clip to YouTube and paste the link here.

Yeah, so that's a problem. I don't YouTube.

You can use any online file hosting website. It doesn’t have to be YouTube.

Rumble, Vimeo, Tiktok, Bitchute, Google ... take your pick from any of the video sharing platforms.
Or just upload the raw video to a file sharing site as ITWT said.

Here's the link...I hope (gulp). I captured the whine at a low volume, so max out your speakers to hear it. If you listen intently, you can hear the 'crackliing' noise that developed just yesterday.
