Scotty, we have a 2021 Ram Promaster City. The transmission NEVER shifts into 9th gear. I had the wife ask the dealer about this issue. They told her that the US models basically don’t. After searching different forums and, talking with different owners of this transmission, it’s a common issue. Are we bogged down with more emissions crap than European variants?

Since it is 9speed transmission, it should shift in all gears, including 9th one. I think the dealer is BSing you. That car is americanised Fiat Doblo made in Turkey and only ZF-9 transmission is avaliable. The car is new and not shifting as it should. Try to get it fixed as it is still under warranty.

What’s the highest speed you’ve driven the vehicle at?
In the diesel CR-V (in other parts of the world), the ZF 9 speed shifts into 9th gear above 80mph, so maybe you haven’t driven fast enough (for your vehicle) for the tranny to go into 9th..
PS. I’m not hinting that you should break any traffic rules/over speed in your area.
Interstate speed limit in Wyoming is 80 mph. I’ve had it up to 85 and still not up shift to 9th. The only time it’s done it was coasting down hill at 65 mph.
The exact speed & conditions to shift into 9th will depend on how your OEM has programmed the transmission for your specific vehicle/power train. I was only quoting an example with the CR-V.
Chrysler is famous for feeding people garbage to weasel out of making repairs under warranty. Transmissions should be shifting into all gears. If it isn't there is a problem.
Well realize its a Fiat and I wouldn't be surprised if they didn't assemble the thing correctly, since they are not well-made cars.
Have you been doing lets say 85 on the I-35 in Texas and it still was in 8th gear revving high or did you just not go at higher speeds? If you are crusing at 60 70 mph then it might just be hunting around the 6 7 8 gears.
