1998 Toyota Camry

Hi Scotty. I have a 1998 Toyota Camry 4 cylinder, 213,400 miles. My fans keep coming on, even when it's 40 degrees outside just idling. (This is after it's warmed up). They cycle on and off, and my mechanic said it isn't my water pump. I think he's full of crap, cause everytime I get off the freeway, I can literally smell the metal from the engine due to how hot it's getting. If I come home, I have to cruise around my block with the hood cracked open to help it cool off. It never passes the middle on the temperature gauge, which doesn't make any sense. I'm thinking of taking it to my friend's dad, who's a diesel and regular mechanic. He's been doing this longer and knows more than this supposed "mechanic". I figured I'd ask what you think it might be before I take it to the other person. I'll have a video below of what it sounds like. Thanks!

This was the best I could get, had to move my car afterward. It makes more noise when I turn it on in cold mornings, but goes away. When I drive, it makes noise, but only when it gets into higher RPMS before it switches gears. Transmission doesn't make any noise or do anything weird.

If you think that the temperature gauge does not show the correct temperature, get a infra red temperature equipment that can measure the temperature in a contactless manner and see what temperature you get. I'm talking about something like this:
