[Solved] 2003 Camry LE HVAC Problem

I've been fixing an automatic 2003 Toyota Camry LE 2.4L with 125k miles that was flooded during Hurricane Ida.  All problems that I know of have been fixed (No OBD codes either on my Blue Driver), except for the HVAC system. First off, the vents are stuck to blowing air through the foot vents.  Putting my hands over other vents, I can feel a minuscule amount of air coming through.  Second, the heat won't work at all.  The AC does work--Blows freezing cold.  I figured that these 2 problems would be linked, so I took a shot in the dark and replaced the climate controls, to no avail.  All fuses are good, and the coolant is topped off.  I have a feeling the heat is a bad blend door, and the vents would be some other door solenoid, but how could I diagnose these issues to be 100% sure?

Walmart's a cars in a flood all bets are off computer modules can be wrong than the actuators won't be actuated so many things can go wrong I've never seen an actual actuator break on a Toyota. I would say probably one of your computer module has gone bad and it will no longer tell the actuators to open and close myself knowing flooded cars and how do Yoda will break down electronically when I get wet but not physically
