Trouble starting when making many stops

1993 Montero

Battery has been checked and passed

When my wife and I go grocery shopping, we usually go to 3 different stores as well as fill up the Montero gas tank.  After the second or third stop, the Montero has trouble starting.

The battery ground wire smoked once.  The ground wire seemed burnt, so I have changed that out.  The issue got better but does continue.  If we make a stop that is less than half hour in length, it will be hard to start.

The problem seems related to how long we let the Montero rest.  If it rests an hour it starts right up.

Typical scenario is we stop at a grocery store, shop for half an hour, go straight to the gas station which is in the grocery store's parking lot, so less than 5 minute trip.  Fill with gas, the struggle to start again.

Does the battery have a recovery issue?

When you do that, is it not wanting to turn over, like the battery is weak, or is it turning over, but not wanting to start and keep running?

it acts like the battery is weak. but the battery has been tested and passed. So has the alternator
