2004 Subaru Outback cooling fan issues

Hello I have a 2004 Subaru Outback with a h6 3.0l engine and an automatic transmission. My a/c stopped blowing cold air and the a/c condenser fan stopped working alongside the a/c compressor. I changed the fan and the compressor still wouldn’t work and the a/c blowed hot air. I changed the relays and fuses the correspond to the condenser fan(in both the fuse box under the hood and drivers footwell). I watched a video where it said to connect two green clips near the steering column to put the relay system into test mode. After I did that and disconnected the clips the a/c compressor turns on for a minute or two when I start the car blowing cold air and then it shuts off and never turns on again and starts blowing hot air. I decided to grab the old fan and when the radiator fan turned on I unplugged it and plugged in the old condenser fan and it worked. I tried the same thing with the condenser fan connecter and it did not work. I then took a voltage meter and stuck it into there you connect the fans and it didn’t read any voltage. I’m stuck now on what to do and need help with finding out the problem.

Have you checked system pressures? If the compressor doesn't turn on you should at least be able to see if there's enough static pressure for the system to operate. (Typically needs to be over 20 psi or the low-pressure cutout turns off the compressor.)

I’ll check the pressure when as soon as I can and I’ll see if I need to fill it up or not

Please use a manifold gauge set and not one of those "refill kits" with the cheap low-pressure gauge. If you don't want to buy one an auto parts store like Auto Zone will probably loan one out. Also if you do need to add refrigerant avoid anything that has sealer in it because sealers can be very destructive.

What happened during test mode(Green connectors connect, KEY ON)?

Did the A/C clutch engage and disengage and did the fans run through their Hi and Low speeds?

Yes the a/c clutch was engaging and disengaging but only the radiator fan was turning on and off, the condenser fan didn’t turn on at all

You have several fan and sub fan relays. As your Outback is cycling through its fan speed combinations during the self test, try placing 2 fingers on each relay one by one and see if any aren't clicking

Hi, please check if all the wirings going to the A/C system is not grounded or anything.

This might sound a little dumb but how do I correctly check to make sure the system isn’t grounded ?
