I bought a 2006 Accord EX-L for my daughter with 98k miles.  Does it have a timing belt or timing chain and when does it need to be replaced?

The Rockauto database shows 4-cylinder models have a timing chain, V6 models have a timing belt. A quick search shows that Honda recommends changing the belt at 105K miles or 7 year intervals, whichever comes first. Water pump and tensioner should be changed along with the belt.

Thank you.

Chuck is correct.  Also see below for reference:

(2006 Honda Accord V6 maintenance schedule):

Both in the maintenance schedule link and 2006 Honda Accord owner’s manual it does mention to change the timing belt every 60,000 miles if you drive in severe temperatures (see below):

“If you drive regularly in very high temperatures (over 110°F, 43°C), or in very low temperatures (under -20°F, -29°C), replace every 60,000 miles (U.S.)/100,000 km (Canada).”

Be sure to also stay on top of the engine oil and transmission fluid change intervals (assuming you have the automatic) to make those last longer.

Good catch - I'd be inclined to follow the "severe temperature" change intervals to be on the safe side, given the catastrophic results of timing belt failure.

Belt for 6 cyl, chain for 4 cyl.

Thank you.
