2006 Honda Civic Starter issue

I have a 2006 Honda Civic with 220K miles on it.  Battery and alternator are fine on the vehicle.  When the vehicle would sit for about 6 or more hours, the engine would crank for about 2 seconds before finally starting.  One day the engine wouldn't crank, meaning the starter went out, which I had replaced recently for a decent amount of money.  About a week later, and the engine is taking about 2 seconds of cranking to start again in 60-degree weather.

My question is this:  What could possibly be the issue if my battery, alternator, and starter are good?  Could it be the fuel pump?

Pressure test the fuel rail.

It was verified and replaced.

Yes, and?  Did your mechanic perform a mechanical pressure test of the fuel system?

My mechanic did not perform a mechanical pressure test of the fuel system. He told me to bring it by next week to test that out.

Possible fuel filter, fuel pump issue.  Has the fuel filter ever been changed out?

I was told by my mechanic that the filter is an internal mechanism.... the pump and filter are one piece, and that I would have to replace the pump as a whole.
