did water damage my evap system

Hi Scotty,
In Nov 2022 I bought a 2020 Honda Fit while living in Biloxi, MS. It had about 6,000 miles on it and now has 22,300. In June I moved to Tucson, AZ.
A few days ago the engine light came on and the display indicated an emission system problem. I took to the local dealership and they diagnosed it as needing a canister vent shut valve and an evap canister. The estimate was about $950.
The mechanic came up to talk with me and said it looked like there had been water in the parts and asked if it had been driven in the rain or through any puddles. Apparently, living in Tucson, he thought this a legitimate question and said the parts were subject to fail in these conditions. He said there was no damage, it's just something that can happen. I was incredulous and told him until June the car had lived its life on the gulf coast where driving in the rain was almost a weekly occurance.
In the end, the service manager approved the repair under warranty (3yr/36,000m), since the mechanic didn't tell him about the water, which would disqualify it as warranty.
My argument is that the part is defective if driving through rain can damage it.
What is your take? Could the mechanic be correct in his diagnosis and reasoning? Sounds unbelievable to me.

Well he wasn't talking about driving through rain. He was talking about actually being flooded and that's valid. But be happy to fixed it free cuz often they'll stick to their guns and blame something on water or bad gas then have to fix something free
