so ive been working on my sister's 1984 Chrysler new yorker with around 150k miles that is an automatic and i cant get brake pressure while the car is running in fact the engine seems to bog down when brakes are pressed but i cant find a vacuum leak

That thing is 38 years old. The brake booster is probably shot and leaking internally.

If you can't find a vacuum leak in the large hose running between the intake manifold and the booster, then, as Chuck pointed out, your brake booster has gone South.
