My dad is having problem with his camry xle v6. His car is heating up really bad even when going for shorter trips.
He just changed his thermostat and car is still heating up.
What do u think might be the problem

engine operating temp is around 200F.
That means the coolant come out of the engine (via the TOP radiator hose) should be around that temperature.
The coolant then gradually cools off as it makes it's way through the radiator, and then back to the engine (via the BOTTOM radiator hose), right?
A good radiator should cool by around 20F so the bottom hose should measure around 180F.

Are the fans working? Have you ever changed the pressure cap?

Fans are working they are working when temperatures get high
Check that the radiator is not clogged. It should not have any cold spots when the engine is at operating temperature. (Check with an infrared thermometer.) If the water pump is original that is suspect as well - even if not leaking the impeller can erode or come loose from the shaft over time.

You're looking for cold spots that indicate clogged sections rather than a specific temperature. As @mmj says, you should be seeing a temperature differential between top and bottom but it should be even and gradual.
if the radiator is clogged... wouldn't the whole thing be cold?
Not necessarily. Radiators are parallel-flow, not serpentine. If say half of it was clogged that could make the engine overheat and you'd see it as a cold section or sections with the infrared thermometer. (You could probably feel it with your hand as well, but a non-contact thermometer is safer.)
