In terms of the car's performance? No, it won't raise your horsepower by any detectable amount if you drive like a regular person. It could theoretically cause premature wear, the engine is supposed to operate at a specific temperature, if it's too cool, the tolerances won't be right and it'll cause wear.
If you do a lot of idling, or stop and go traffic in the city or on the highway, the Police Interceptor radiator would probably be beneficial, because the police are constantly idling their engines and hammering it when they respond to calls or pull people over. If you're not moving or are driving the car as fast as it will go, you need a bigger surface to exchange a lot more heat. The larger radiator keeps the engine in the same specs under more extreme operating conditions. If it fits, and the stop and go idling is how you drive, you might consider it.
