Digital odometers

Dear Scotty, I have suspected for some time that a digital odometer would be easy for someone (dealer) to turn back. Then I was told by a reliable person that he knows a guy that will put any mileage you want on a car. My question, is the scanner you use able to detect that. I am looking to buy a used vehicle and would like to know how to detect a fraud. Do dealers let you scan a car before you purchase it? Also I have a 2014 Town & Country (221k miles) that shakes in the front while applying the brake. I put new rotors and pads on the front five weeks ago. It started doing it two weeks ago. Well it really isn't that easy to set back a digital odometer but I'm sure some pros could do it

And I'm sure they'd be smart enough that it wouldn't leave any Trace. Because you can wipe a car's entire memory and reprogram it and no one's going to be the wiser
