Should i buy a 2013 Toyota Avalon with 174,000 miles for $9,500 from a dealer if everything is ok with the car? I feel like i should pay no greater than 5k for it?

One of the problems with buying from a used car dealer is they typically obtain their stock from auctions and you don't know the history of the vehicle. It could be a flood car, serious accident, any number of problems. Most Toyotas can be run to very high mileage but that's very dependent on how the car was driven and maintained. You need to have a good mechanic check it out with both a thorough physical inspection and a dealer-level scan tool to look for problems in the electronics. If the used car lot won't let you do that, run away.
Might not make it out of the driveway, might go 300,000 more miles. You would have to ask the mechanic who checks out the car how long it might last
As far as price, used car prices are crazy right now, but autotrader.com will give you an idea of what dealers are asking for comparable cars where you live.
Right? First prices were low last year, then It shot up this year

That car has very high mileage for being 8 years old. The Avalon is an upper tier car, so it may have been a person's business car and got driven mainly on the highway, which would be good for you. That produces very little wear vs city driving. It could be a good car, get it looked at by a mechanic, first.

2005 - Current Avalon has timing chain, so you're ok there. But I think you might be thinking of the (external) serpentine accessory drive belt that drives the water pump, ac compressor, alternator. It's a good idea to change the water pump. If it's been maintained properly by previous owner and you keep up with the scheduled maintenance no reason for it to not last a long time. But have it checked out by an independent mechanic and go from there.
