I have a set of jumper cables that were once my dad’s. They’re probably 30 years old and the insulation around the clamps have fallen off. Is there a way to re-insulate them? I’ve read I can just wrap it with electrical tape. Is that good enough? Or maybe you guys know of any other tricks?

That should work. You could also try to find heat-shrink tubing large enough to fit at least the clamp side that doesn't have the cable. You'll want to keep the clamps color-coded, especially if the cables themselves aren't.

to apply heat shrink tubing , he would have to cut the clamps off which basically ruins the cables.
That's why I mentioned doing it only on the side of the clamp that doesn't have the cable attached.
ok it seems I misread the question. The insulation is missing from clamps, not the wires. That's easy.
Find tubing of the appropriate diameter at your hardware store. Cut a piece off and slide it over the end.
Or if you want to get fancy.. 3M makes this stuff called cold shrink tubing. It's nice and thick and grippy.
I've used it for worn out tool handles.

I wouldn't. It doesn't last very long. I find that the adhesive softens over time. The tape unravels and turns into a big gooey mess. We have much better products now.
I would try some of this, and wrap it several time so it doesn't abrade through. You might even try taking a chuck of slit hose to wrap around it.
