If the rust is that bad that vehicle is not safe to drive. Time to junk it.

it doesn't work that way. Rust is a one way street. Once the steel is gone, it's gone. You cannot magically turn rust back into load bearing parts.
These "converter" products are just to make things look pretty. You are FAR beyond that.
Unfortunately once they start to rust nothing stops it other than cutting away the bad metal and welding new steel on
