I'm looking through Cars.com and I found a 95 C4 Corvette ZR1,and with only 146 miles on it the dealer is asking $90k. As much as I would like to sell everything I own just to buy my dream car with that low of mileage, I can only imagine how rotten the rubber parts must be and then some. Hypothetically speaking if I did purchase this car, what and how much work would I need to do to make this safe for the road?

And if it's a 90k shots for grins car, and that's everything you got ATM, it's probably not worth it even for a midlife crisis. Out of curiosity, If the c4 is your dream car why this fancy bringatrailer one? There are plenty not this coveted.
No I don't even have a enough for a down-payment. I just wanted to know if a car that is that old and with such low mileage to be even drivable without any major repairs. Obviously this C4 is expensive because it's a ZR1, the highest trim level. I'll be more then happy with a base model C4, as long that it's a standard and not a rag top. Besides I'm not buying anytime soon, just bought a 02 mustang gt and it's perfect for my current situation.
Anything can be drivable with enough push/and or care. There are plenty of people who find old rigs rotting in yards and just fix em up after sitting for like 20-30 years of nothing in the elements. I mean if people can do that, I can't not not imagine that this particular one hasn't been maintained in some way, shape, or form, less it be rotting in Dubai or something. Sure maybe all rubbers and plastics and fluids should be looked over but other than that not much. And if it's 90k I expect it to be on good to excellent on the classic car level. If it's not, even if the shell is pretty if you were to say looking to get everything OE it would be harder to do as original parts would have to be used, everything replaced on that level is cataloged and will decrease value because it's no longer "original" which is super purist stuff. So long story short, there is not enough information to determine if even this is "drivable" without major repair. If it was bought by the sulten brothers and referb to look nice then I would say you are in for a big superise for example.
