Speedometer issues

So, for awhile now I have been having issues with my speedometer. When I go speeds below 55 the needle acts normal but when I go above 55 the needle starts moving up and down within the 50-70mph range. I noticed a few weeks ago when I went on a trip that when I thought I was going 70-75 my waze app on my phone told me I was going 60 (explains why everyone was passing me). Cruise control does activate but it feels weird since the dial is still moving. The car does not jerk or anything when the dial it going up and down either.

Things I have done to try to fix this issue: new speedometer sensors, bought cheap ones then return those and bought expensive ones since nothing changed. I tried a new cluster gauge thinking maybe a issue there, problem persisted. Someone mentioned trying a new ecu if the speed sensors did not solve the problem, new ecu did not fix the issue. Recently I thought maybe it was poor fuel injectors, mine did not look the greatest so I replaced those and it still did not fix my issues.

At this point I'm not sure what to try next. Help would be greatly appreciated.

It might help if you fill in a few details per forum instructions. It's always possible there is some issue common to your specific model...
