We have 2 small block Chevrolet Crusader marine engines with 100 hours from a boat project that we finally finished the boat restoration. The engines were properly serviced and fogged and stalled-out in 2007. The engines were shrink wrapped and were stored outside. Is it safe to try to start them or is something else recommended?

I'm not familiar with marine practice but on a car you'd probably want to verify that the engine is still freely turning. (It should if you fogged it, but check.) You should have fresh oil in the crankcase and prime the engine oiling system using an oil primer tool before starting it.

Either use the tool recommended by Chuck Tobias or pull the dist cap off and spin it till you get oil pressure. Then fire it up.
