Steering wheel not center 2004 Toyota Camry

So I replaced my rack and pinion, steering shaft and tie rod ends. I had to go back and do so many adjustments and centered the rack. I put my car down and made sure my wheels were straight and my steering wheel was in the 2:00 position. I figured I could just pop the shaft off the steering wheel and just center the steering wheel since my tires were straight. I go to test drive and it went right back to the same position? What should I do? If I get the alignment done, is straightening the wheel part of it?

Yes, you need a professional alignment done on the car to straighten out the steering wheel. Typically when you mess with suspension components (loosen them, replace them, etc.), you need to get the car re-aligned.

So I just took my car to the shop to get it aligned and my steering wheel is still basically in the same position. I thought they were supposed to align the steering wheel to be back to normal

Then they didn't do a good alignment. Part of the alignment process is to check the alignment of the steering wheel. It's common sense...if the steering wheel is not aligned in the first place, then what's the point of aligning the tires? Ask the shop if they even attempted to align the steering wheel.
