09 crv all lights burn out quick

My mother in law has a 2009 Honda crv with 120k miles on it. Over the past six months, I have had to replace 3 headlights, 2 brake lights and the dome light/map lights about 10 times. There is obviously something wrong with the electrical system I think but I'm not sure where to start. I was planning on replacing the car battery and then go from there.

Thank you for the help.

Check system voltage.

So I used a multimeter and did not find anything that seemed out of place. I was looking to see if there was a tool that could continually monitor voltage for a long period of time but did not find any.

I was looking more into it and it could be the alternator or voltage regulator. I was planning on replacing the alternator while I do the serpentine belt replacement too. I was wondering how would I find out where the voltage regulator is on a 2009 Honda CRV? I can't really find a good answer on Google and I'm not sure if it's built into the alternator.

On most modern vehicles the PCM controls alternator output. (Even my 1999 Jeep Cherokee does that.)

I noticed the voltage at the poles for the dome light is 13.6 volts. I also noticed a rubber weather strip underneath from the front hood is missing. I wonder if maybe water is intruding in the engine bay and maybe shorting something out?
