09 ford edge compressor not coming on

I posted something a day ago about the ac system I was working on. I have done more research and turns out the new compressor is not coming on, or so I believe. I've read that if the center hub of the compressor is spinning then the ac system is not coming on. I'm not sure why that would be. Would it be low freon levels? or some electrical issue? if so how and what would I test to fix this issue? I have replaced the expansion valve, condenser with an integrated drier, and compressor. the old compressor oil came out very clean with no debris I am certain the system is not clogged but that wouldn't stop the compressor from coming on would it? I did vacuum the system for about 45 mins and it holds a vacuum and it also holds the freon I put back in it. I am going to take a multimeter out and test the components if anyone has a diagram for what the multimeter should read i would appreciate that. also, any other electrical parts I can check that may cause this issue would be nice too. let me know if you need more information. thank you.

If the compressor Pulley is turning, and the "center hub" Pressure Plate is spinning with it, the A/C compressor clutch is engaged.

Time to connect the gauges.

Okay so the gauges read the same pressure and the compressor is turning on thank you for that clarity. Would that be the expansion valve not working properly leaving the system open? Or maybe a sensor I can check. I filled it up from vacuum and they would read similar pressures. Sometimes the low would get a little higher than the high. Like low gets to 90 and high gets to 80. Would that maybe be a clog or maybe the compressor I got was faulty? Holds vacuum and the Freon for long period. Been a few days and still has similar pressure based on current temps.

sounds like the expansion valve is stuck open. This time, buy the OEM expansion valve. The cheap ones are garbage

If the center hub (clutch plate) of the compressor is spinning then your compressor is on. If you don't have any cooling you have some other issue. As @jack62 says, it's time to get out the gauge set and see what the system pressures are.
