I have a 2002 dodge neon..with 94,000 miles...and when i drive down the road i can feel the wind come on me from the vents..and when i slow down nothing. seems all my vent switches switch back and forth as they should. This effects how the AC feels because the air is mixing and its not as cold. my question is...is there a main flap open somplace im missing id like to fix this.

Check your climate control linkage to make sure it is completely opening and closing the vents. Or just select "recirculate" and see if it works.
when i switch it to recirculate it does nothing

Like @doc said, try the recirculate HVAC mode first.
Please report back here if that doesn’t fix it.
