This is more of a rant than that of an actual question. I purchased a 2007 Toyota Avalon secondhand off of craigslist. It had a cracking and shiny dashboard. I knew that Toyota was supposed to have had a campaign to replace them, so I figured I would call their customer service center. The customer rep told me that the offer had ended in 2017, ten years after the car was made. They also claimed that they had sent out two notices to the original owner which I think is BS, personally. Needless to say, they did not offer a free replacement for the dashboard. I live in Florida where it can get very, very hot and melting/shiny dashboards are a recipe for disaster on FL roads. Sometimes, the sun will shine right on the material and blocks the windshield so that I could not see the road ahead of me. I have no idea how NHTSA hasn't issued a safety recall on these vehicles. Worse yet, as the years will go on, I have to worry about the dashboard falling apart like an old rubber eraser leading to further issues down the line. To "resolve" the issue, I purchased a cover from Coverlay which isn't a perfect fit, and required two application attempts to get it to stay. Now it squeaks like mad because of expansion and contraction and takes away from the quality that Toyota is known for. I don't see how this is fair for a second hand owner who would have not even had a say until he got the vehicle. I thought that the campaign was to help all Toyota owners. What a shame.
I know that this has been more a rant, but I hope my story helps all who are hoping to make a purchase on an older Toyota vehicle. YOU HAVE BEEN WARNED...

Update. To keep a long story short. I got Toyota to pay for a cover over the dash. Not exactly what I wanted, but at least it's a "compromise". But now I need a good glue to stick this cover on. Any recommendations?

When all else fails, take the dash out, send it to Just Dashes in Van Nuys, CA and they'll send it back to you like brand new. DO NOT use any vinyl protectant products that contain alcohol.
Sadly I live in FL....can't exactly send a dash cheap across the country

Did you call the customer service at the headquarter?
Yes. Their response was, "What I would have to do for you, I would have to do for everyone." They kinda brushed it off.
If this is their response, get your case number and follow up with their manager.

If you have a pic and pay type junkyard near you that's an option. Or if it bothers you enough to spend 200 bucks just do this..
