AC stops when it’s hot out

2014 Subaru Forester 2.5i manual transmission 155,000. based in Seattle Washington. 

My Subaru AC will work up until about 80 degrees. It will eventually freeze up and start blowing warm air unless I shut off the AC and wait about 15 minutes then it will work again. The air filters were replaced and I tried replacing the relay for the ac with no changes. 
Does it need an AC recharge? Could something be clogged? Is the clutch going bad?

 

any suggestions would be nice

It's unclear from your description what's going on. If it's not cooling in really hot weather it is probably low on refrigerant. In that case it should be evacuated and recharged with the correct amount of refrigerant by weight.

However on the other hand you indicate your evaporator is freezing up and causing it to stop cooling. If that's what's happening in hot weather your refrigerant should be OK and you likely have a bad sensor monitoring the evaporator temperature, permitting it to get so cold that atmospheric moisture is freezing instead of condensing and draining out. It's all computer controlled so a professional-grade scan tool would be needed to run diagnostics.

If you are not familiar with working on air conditioning it would be best to take it to a good local automotive HVAC technician for a proper diagnosis. (Not a dealer and not a chain shop.)
