I'm wondering if a brand new car worth it like this brand new Dodge Charger for 28 grand (Was $37k) or a similar one used that is 3-5 years old for maybe 20 grand or less?

If you're looking for a long-term vehicle a modern Chrysler product is not a good place to be, whether new or used.
it’s a chrysler product, i think it’s best to buy new and not slightly used. a two year old car with 25k miles could have been ran into the ground without proper maintenance during that time and you wouldn’t know it, thus limiting its lifespan. now something like a toyota or honda with those miles i’d trust a lot more slightly used
