I changed my a/c compressor on my 07 Honda CR-V EX because the clutch wasn't engaging. Before changing the compressor the fans were both running when I turn the a/c on. I tested the fuses and relays (blew a 7.5 v fuse with the load tester while doing that and promptly replaced it), evacuated the refrigerant at a mechanic's shop, and then changed the a/c compressor. Now, when I turn a/c on, fans don't come on. I either blew a fuse or switch or relay, or maybe they're not supposed to come on when there's no refrigerant in the system? I tried checking the fuses and relays, they seem to be ok. Also tried driving around and brought the ECT to 212 F, they still didn't come on. Engine Coolant Temperature seems normal. Is it normal for the fans to not come on when there's no refrigerant pressure or did i blow up something while testing the fuse box with the load tester?
Thank you for the input. It turned out that the a/c pressure switch was preventing the system from turning on, including the fans. I filled it up with refrigerant today and the compressor and fans kicked in. I looked at the circuit diagram and realized what I had done. I was trying to apply battery power to the load-side pins of the compressor clutch relay when I impulsively went from positive to negative and blew the 7.5 amp fuse. Fortunately, nothing else is on that wire, so everything else was safe. A/C now blowing cold.

With no refrigerant in the system it's quite possible that the low pressure cutoff switch would also prevent the fans from turning on with the AC. (No need for them if the compressor is not engaging.) You'll know when you fill with refrigerant if the fans start working. Hopefully the load tester did not do any damage as Scotty indicates.
However, if none of your fans are turning on when the engine gets hot enough you do have other electrical problems. The coolant temperature trigger should work regardless of AC operation.
Well low testers are pretty dangerous you might have blown something testing it. Hondas have a very complex computer driven AC system that any little over voltage can fry computer circuits then of course the fans will not blow
