Cat converter won’t set

Hi, I recently bought a 2001 ford explorer sport with 60,000 miles it had been in a garage and hardly moved, when I bought the car the smog ppl told me I just had to run it and the converter would set it’s been 2 months now in the shop and the mechanics are having a hard time making it set its been in the dyno, multiple drive cycles, it’s had a o2 sensor replaced and nothing, they were going to replace the converter however they found it works, it just doesn’t want to set for some reason , the next solution they proposed is to check with a electrician to see if that’s the issue any suggestions? Ps that model explorer I was told has 3 converters I didn’t even know that was a thing!

Well, there's no way of actually telling what their Cadillac converter is bad or not. It's pretty much educated. And for my experience with that three cat system, you probably have a problem with at least one of them. Thank goodness. I live in Tennessee where they don't do these emissions testing. You could just drive it

Thats the thing they took part of it off and installed a new one and they told me they didn’t think it was the cat but maybe it just is, sucks I wish California didn’t have emissions tests either Crying
