Since when do automobile manufactures send out recall notifications with the title Custer Satisfaction Notification? I almost through the document away. So I received a recall notice from Fiat, I refuse to call it a Satisfaction Notification, to reprogram the PCM to resolve the Oil Burning Issues on my 2018 Jeep Compass with the 4cylinder Pentastar engine. How likely will reprogramming the PCM resolve the issue of burning through about a quart of oil every 1k miles?

Since it's a recall, you might as well get it done. Usually, a software update won't solve oil burning issues - it might reduce the oil burning a little but probably won't do much. Those Jeep Compasses are very poorly built by FCA with those Italian engines and they're known to burn a ton of oil as they age. Honestly, I would recommend you sell that ASAP and get a Toyota, Mazda, or Honda SUV instead - you will be much happier with either of those.

My mom has a 2012 Jeep Grand Cherokee Overland edition. 70k miles on it. Would you say the same concerns and issues apply for her near or longterm? Its a v8 Hemi. She takes great care of it and drives soft. Any perspective helpful
The 5.7L Hemi engines do have problems with the camshaft and lifters - check out this Scotty video for that engine:

You said your mom has babied it and taken care of it so it should still be in good shape with only 70K miles. Up to you if you want to sell it - you can probably still get $13K-$16K for it if you decide to go that route.
Thanks @AD99 I will check out the video. Probably she will take the risk and keep babying it when she bought it new she wanted it to be her last car she ever buys. Shes 70 now and drives around 10k miles each year. in hindsight wish she had bought the Highlander new or a used Lexus G series for the same $45k at least but given where shes at and cant really affor another new car now and buying used may put her in the same predicament at least with her Jeep she knows whats been done to it. We will just put a budget aside for expensive repairs and hope for the best!,
Hopefully it stays reliable for her! Most people who buy the Hemi V8 really beat on that car, so that certainly contributes to them wearing out faster. Since she drives conservatively it should prolong the life of that car.
Everyone knows that FIAT stands for Fix It Again Tony. When you buy a vehicle that has a copy of the local bus schedule in the owner's manual, you know you're in trouble. They should call it the owner's Dissatisfaction Notice.
