Got Gunk in the (front) trunk? Carbon on valves & pistons.

Can you interpret what this might mean?

This is a 1997 Toyota Camry for sale - private seller. 123,000 miles. Manual. Have not scanned it. 

The owner replaced the engine. Here's what he wrote.

"Bore scoped the cylinder and it looks like some carbon on the valves and pistons. The car I took the motor out of I drove it before I pulled the motor and it drove and sounded fine. Now it has a little tick to it. Might just need to have a top end clean on it."

What does having the top end cleaned really mean?

Is carbon on the valves and pistons something that can be fixed? If so, what would you recommend? Is it expensive?

 Removing carbon from valves and pistons isn't cheap or easy - but would have been a lot easier with the engine out of the car. If the seller is indeed a certified mechanic, why hasn't he fixed it all the way before he's selling it? I'd either walk or take it to another mechanic for an estimate.
