The Honda dealer says the brake fluid in my 2016 Honda CRV with 43,000 miles is discolored and wants to change it. Is that necessary?

Well, … brake fluid is hydroscopic, it absorbs water, which degrades its boiling point, corrosion inhabiting property, etc. Hence, partly changing fluid every 2-3 years is a good practice. This process also cleans out wheel cylinders. I have been doing this in all my cars. And I never had to do any repair or replace anything on brakes, … other than pads and discs as those are sacrificial items.

Change them every 5 years. They are hygroscopic (water absorbing).
Yes. I change it on our 2001 every 5 years or so. No brake issues for 20 years is a good run.
